Question: What was the true intent of Operation Closed Campus and why was it cancelled?
The following articles and/or blog posts reveal that Operation Closed Campus was a full scale terrorism exercise (drill) that depicted a future of unrestrained illegal immigration in America where gun owners and border security advocates are portrayed as mass murdering child killers who attack schools, which was coordinated by an local Iowan Emergency Management Agency and the Department of Homeland Security, along with three hundred emergency responders, local police, and Federal police and was scheduled to be held in Iowa on March 26, 2011, but was subsequently canceled because some Iowans felt that the drill was politically motivated and was intended to criticize gun owners and/or opponents of illegal immigration-What’s wrong with this picture?-You Decide:

“March 25, 2011
Pottawattamie County, Iowa
Controversey and threats prompted the cancellation of an anti-terrorist response exercise, which was to be held in Pottawattamie County, Iowa, tomorrow. The location of the activity called ‘Operation Closed Campus’ was to be held in the high school in Treynor. The Emergency Management Agency in Pottawattamie County and federal Department of Homeland Security sent out a public notice Thursday, March 24, around 2:20 p.m. outlining an exercise plan which would ‘give officials, observers, media personnel, and players from participating organizations information they need to observe or participate in a school shooting/domestic terrorism response’. When the notice was made public, Iowans across the state responded with criticism of not only the exercise, which promised to be graphic in nature, but also the plan which focused on the racial profiling of potential offenders.
The exercise plan released by the Pottawattamie County Emergency Management Agency Homeland Security Exercise and Evaluation Program (HSEEP) was produced with the input, advice and assistance from the Operation Closed Campus Exercise and Evaluation Program and the U.S. Department of Homeland Security. The exercise was intended to focus on participants in emergency response plans, current policies by agencies involved, and procedures as they pertain to school shootings.
The scenario was stated as such:
- It is a seemingly typical Friday morning. Students have arrived at school in Treynor and the initial morning activities and classes have been completed. It is approximately 10:00 a.m. and the current period has let out. Students and staff floods into the hallways and common areas of the high school. Suspect 1 approaches a small group of minorities in the northeast corner of the cafeteria. Suspect 1 begins blurting racial slurs and that he is tired of them moving in and stealing jobs and money from Americans. As the altercation is about to become physical and is noticed by a staff member, Suspect 1 pulls a handgun from his waistband, shooting one of the minority students. As chaos ensues, suspect 2 yells ‘the Revolution begins’ and pulls out a weapon himself. The suspect begins firing upon anyone in their path and chasing down anyone who is against their ill-perceived stand as they make good on the unanswered written warnings.
Initially the exercise was meant to call for a response to teenagers who opened fire at the school, but after the announcement went public, the Pottawattamie County Sheriff’s Department called off the drill due to what they claim were ‘several threats’ directed at the school district. Interestingly, the department combined calls by concerned parents with concerned Iowans across the state together, citing that they could be perceived as threatening.
Sheriff Jeff Danker told the media that his investigators are looking into one out-of-state threat, which predicted a real shooting would happen at the high school. Three sheriff’s deputies were sent to the school today as a precaution.
While the agencies who designed the drill said that politics were not part of their plan, and that they came up with the drill in order to secure federal funding to pay for the drill, Iowans were outraged by the move. The Iowa Minutemen oppose illegal immigration, and raised concerns about the drill, saying that the scenerio contained a political agenda.
Craig Halverson is the Iowa State Director for the Minuteman Civil Defense Corps who resides in Griswold. Their website says that the group ‘is a peaceful, law-abiding and citizen-led initiative organized to stand watch at our borders and in our neighborhoods, report illegal activities to the proper authorities, and build border fencing on private lands using private donations.” They also advocate keeping tax dollars in the U.S. from being used for ‘illegal alien benefits’.
A local member of the group said, “This drill would better serve the public if it weren’t being aimed at what many consider to be ‘white-supremecy’ groups. The Minutemen members aren’t opposed to focusing on keeping students safe at school. They are concerned that the federal and state governments are trying to politicize this event. Trust me, just because our group is opposed to illegal aliens, it doesn’t advocate violence against any race or color. We want our state to be safe from those who abuse the system, pose a viable threat, and ignore the law. We are about enforcing the laws and holding those who break it accountable, including members of the government.”
One source, not related to the Iowa Minutemen, told the media that his biggest concern was that the plan was obviously meant to target white males, essentially using racial profiling to identify ‘Suspect 1’ and ‘Suspect 2’.
“They do not say what race the minority students are who are to be the targets. There was some scuttle-butt that they would be of Mexican descent. I am opposed to the exercise for several reasons. First, I think that it is irresponsible to pre-select or pre-determine what race or color a person would be who would pose such a danger to high school students. School shootings are not just perpetrated by white males. Additionally, shootings and violence aren’t limited to males. If this scenerio was played out, it puts into the minds of students and law officials that they should focus on a stereotypical attacker. They should be ready to take care of any threat, not just one made by their pre-set offender.”
Similar sentiment was shared by central Iowans as well today.
Robert Hardy, a former police officer who recently moved to central Iowa, stated today, “As a former peace official, I think it would be a huge mistake for the agencies involved to focus on a single type of domestic terrorist or school shooter. There is no evidence to support that the only teenager able to get a gun or form such a plan would be white or a member of a white supremecy group.”
He went on to say, “The best use of this exercise would be to make the suspects of an unknown color, race and/or gender. If emergency responders are programmed to seek out only a single type of suspect, they could be taken completely by surprise. One example would be if the suspects were actually female. God forbid that the two female suspects would not even be considered in such a response. They could walk right past responders and not be apprehended. They should drill. They should prepare. It is their responsible to be able to handle any type of violent offender.”
MaryBeth Crown told this Examiner that she was more concerned about the graphic nature of such an exercise via email message. “I do not want my children exposed to such an exercise.” The plan involved using subjects (teenagers) who would be wearing makeup that showed different types of injuries like gunshot wounds, broken bones, and more. She continued, “My two high-school-aged children do not need a horrific event like what was planned in order to be prepared. A drill would be sufficient. I don’t think it is responsible on the part of these agencies to teach my children that the only threat they could face would be a white male student. They should be taught to prepare for any violence in school. Guns are not the only threat.”
Another parent in central Iowa wrote, “I teach my kids that they should be aware of those around them. My kids would be considered minorities to many. I think this plan was ill-conceived. Who says only minority students are threatened with violence? Who determined that a minority student couldn’t just as easily be one of the suspects? Who determined that teachers should only be focusing on white students as offenders? This is an injustice to students in Pottawattamie County and all Iowa students.”
Possibly the most heated response came from an emergency responder in the area who emailed, “By pre-profiling who was to be the suspects in this exercise, the agencies involved are leaving out the biggest threat that students face on campus; a person or persons within the school or on the grounds who is not a student. Yes, kids need to be given proper education about the potential for violence in schools, but this exercise went too far in its scenerio. I have seen more stabbings and violence committed by readily available items as weapons (ie. a baseball bat, books, etc.) that gun violence. I think this exercise was meant to provoke gun-safety and legal gun owners in such a politicized way as to make them seem like they are the kind of people our kids should be afraid of. It’s yet another example of how our government has determined that anyone who posesses a gun is dangerous.”
My email box was flooded with questions and statements aimed at the event. 95 percent of all emails received included information that said the writer was concerned with school violence and that they think any kind of violence is inappropriate in schools. Another interesting point relayed in these messages was the fact that all students should be protected regardless of the nature of violence, not simply gun violence.
“My wife is African-American. My father was from Mexico, and my mother is what most Americans are; a mix of European ancestry. Our 16-year-old has told us that his greatest fear of violence in school comes from students who single out people who do not fit into their social group, not gun violence. The school our son attends uses metal detectors,” George Jiminez said. “My son says he has seen more fist-fights between boys and ‘cat fights’ between girls in his school than any other type of violence. I applaud the state [of Iowa] for passing an anti-bullying law. It should apply to all students. I would prefer that schools teach my son to be prepared for any dangerous event than simply illustrating a single type.”
